Online Payment Guideline

Service Description

OETC provide an e-service for the System Users who would like to apply for connection with OETC system. This service allows the users to submit their Electricity Connection Application via the electronic connection application system through OETC website. Also, the user will be able to pay the connection application fees via online payment gateway.​

Terms & Conditions

1) First, the System User should be aware about 3 main documents that
  • Connection Conditions Code
  • Planning Code
  • OETC's Connection and Use of System Charge Methodology Statement (Condition#25 of OETC License)​

2) The applicant has to register in the new system to proceed the connection application as described. Submitting a Connection Application can be made online through OETC' website www.omangrid.com.

3) OETC needs the information requested in the application form for the purposes of preparing an Offer (the "Offer") to enter into an agreement for connection to the Transmission System.  It is essential that the Applicant should supply all the information requested in this application form and that every effort should be made to ensure that such information is accurate. The Applicant may be assured that all such data will be treated as confidential under the Non-disclosure Obligation placed on OETC (Grid Code PC.4.2.4 (a) & PC.6).

4) Should OETC consider that any of the information provided is incomplete or unclear, or should OETC require further information in order that it may prepare the Offer, the Applicant will be requested to provide further information or clarification.

5) Should there be any change in any of the information provided by the Applicant after it has been submitted to OETC; the Applicant must immediately inform OETC of such a change.

6) The Applicant shall pay to OETC a fee in relation to the application. No application will be considered until such fee payment receipt has been received by OETC.​

8) The Offer may be accepted by the Applicant, in writing to OETC, at any date up to 5 weeks from the effective submission date of OETC Connection Offer, or such later period as the Authority may agree, after which the Offer lapses.  Acceptance of the Offer commits the OETC works relating to that Applicant 's development and binds both parties to the terms of the Offer.​

9) Within 4 weeks of acceptance of the Offer, the Applicant shall supply the Detailed Planning Data as specified in the Grid Code (Planning Code, PC 4.2.3) pertaining to the Applicant's development.

10) The above steps are applicable for submitting the Use of System Offer (for more details refer to Connection and Use of System Charge Methodology Statement).

11) In terms of offer submission, in case Discos submit the Connection Application to OETC then OETC shall provide two offers: Connection Offer to Discos and Use of System Offer to Discos also. On the other hand, in case Direct Customers submit the Connection Application to OETC then OETC shall provide two offers: Connection Offer to Direct Customer and Use of System Offer to Discos.​

12) The Applicant shall submit a system study to ensure the compliance with OETC standards at the connection point. In addition, the applicant has the option to carry out the system study or OETC shall carry out the system study (on behalf of the applicant) and the applicant shall pay the expenses.​

13) The Users are subjected to pay Termination Charges to OETC in case they requested to terminate the assets before it reaches the end of its lifetime (for more details refer to Connection and Use of System Charge Methodology Statement).​

14) Please provide an indicative construction program in bar chart form for the construction work necessary to install the Applicant's development indicating the date when the connection will be required to be made.

15) Copies of the Grid Code are available on the OETC website at www.Omangrid.com and the Applicant is advised to study them carefully. Further copies can be obtained from OETC Head Office. Data submitted pursuant to this application shall be deemed submitted pursuant to the Grid Code.

Cancellation, Refund and Return Policy

As per the Connection and Use of System Change Methodology Statement approved by the Authority of Public Services Regulator (APSR), the following conditions will apply to any Connection Application:

a) The User has to provide a year-wise projection of his load (Import Capability) for 5 years along with Connection Application. OETC will return the Application Fee without interest in a period of 5 years depending on whether the Import Capability for respective year is realized or not.​

b) The amount of return of Application Fee is related to the import capability as follows:

Denote Import capability for each year as IC1, IC2, IC3, IC4, and IC5

Total application fee = AF​

Application Fee to be returned each year, for five years = AF/5​

Import capability reached for the year Amount of Application fee to be returned for the year
80% or more of ICn 100% of AF/5
60% to 79% of ICn 50% of AF/5
40% to 59% of ICn 20% of AF/5
<40% of ICn 10% of AF/5

c) As an example, consider an application with annual load (Import Capability) projected as below:​​

IC1 = 30 MW​

IC2 = 40 MW​

IC3 = 50 MW​

​IC4 = 60 MW

IC5=100 MW

Application Fee (AF) = 100,000​

Application Fee to be returned annually = AF/5 = 20,000 (If full Import Capability is realized)​

Consider two cases as examples.​

In summary, the User will get only 38,000 back in 5 years (for 100,000 Application Fee)​

In summary, the User will get only 80,000 back in 5 years (for 100,000 application Fee)​

d) If the Connection does not proceed OETC will retain the full amount of the Application Fee.

e) If details of a User's project change after the submission of a Connection Application, OETC will advise on whether the changes are likely to have a material impact on the planned Offer of terms for connection to the Transmission System. If the change is not likely to have a material impact, then OETC will proceed to make the Offer of terms as planned. If the change is likely to have a material impact, then the User has the choice of continuing with the Connection Application as originally submitted or withdrawing the application and submitting a new Connection Application with the new details.​

f) If a Connection Application is withdrawn before OETC's Offer of terms is made, the Application Fee will not be refunded. ​
